Some people use the adapt or leave protocol. That Eve is a PvP game. We then need to distinguish between combat and industrial PvP. Fact is, if all the industrialists (read: carebears) and mission runners of Eve left, you would be left with a pitifully small game and subscriber base.
PvPers are more vocal in the forums not because they are greater in numbers but because they are more social. Generally the carebear is someone who likes to stick to themselves getting things done, and they work the markets etc. They don't often interact in space with others. I don't see this being a problem. They are still interacting on the markets with price wars and the likes. It is due to all these carebears that the prices on most of the items you PvPers use are so low.
I am all for increasing the profitability considerably of non-empire sectors (lowsec, 0.0). I think it's great to encourage people out to lowsec. If I felt forced to fly lowsec/0.0 I would have stopped playing 3 years ago.
So CCP need to try and encourage players that high security systems have a considerable safety net on them. It definetly isn't completely secure however should take considerable force to take someone down in empire. I see semi-tanked 150m barges being suicide bombed by 10m suicide bombers at 6 months of age. I can accept this if it takes a few bombers to down one, but not a single one. The t2 barges are far harder to train for than a stealth bomber, they cost a lot more and they have a lot more limitations (defence, fitting, etc).
Defending these ships is also extremely hard. Running an afk battleship remote repairing it's gangmates is probably the most affective way. As someone above said, they need to use disposable alts to call on Concord so they have defence in the belt. I almost consider this an exploit but understand why people feel the need to do so.
Whilst i have yet to be suicide ganked (successfully) I definetly think CCP need to address the situation in some way or another. Not to stop it from happening but to make it hard enough to require a decent force (ie 2-4 bombers) to take these mining ships down.
